The matter is. for the most part, familiar to students of the subject, but is well arranged, so that the narrow limits within which Mr Mark his had to work are made to con • tain what is substantially necessary. One of the most instruc- tive chapters is that on " Physical Education," a province in which much remains to be done If the County Councils would spend some of the money which is now being laid out, not always to the best advantage, on technical education, in paying itinerant drill-masters, they would do well. •
