A change of Ministry is expected to take place in

Oporto upon the arrival of the Marquis of PALMELLA ; who left town on Thursday night for Falmouth, accompanied by Captain NAPIER, R. N., who is to have a command in the squadron of Don PEDRO, under SARTORIUS. PALMELLA is to be at the head of the new Ministry, with the Marquis DE LOULE, DOD BERNARDO DA SA, and M. CARVALHO, for his col- leagues. The Pedroites having received a supply of money from Baron QUINTELLA, will certainly make an attempt shortly to get to Lisbon. They are only waiting for an expected reinforcement of Poles and Frenchmen under General ROMARINO.
