A very strong note has been addressed by the Duke DE BROGLIE to Lord PaLmEasrox on the subject of the proceedings of the Emperor of Russia in Turkey. The Duke insists on the importance of a joint demonstration of Great Britain and France against Russia, in the event of the latter persisting in its encroachments. Lord PALMERSTON re- fused to concur in any demonstration that would be attended with ex- pense; observing, that the British People would not consent to it.
