INCREMENT AND REVERSION DUTY.

SIR,—In May and June 1911 I had a series of transactions with land and houses, and it was thought possible that both increment and reversion duty might be payable in connexion with the sales. The matter was a complicated one, and my solicitor and other advisers were unable to pronounce as to whether I was liable for either duty or not. In these circum- stances the fullest possible particulars were given to the Somerset House authorities, and they have been repeatedly asked if any duty were payable. It is now October 1913, and no answer has been given me, although I long ago explained that certain improvements were dependent upon the question of my liability. Such treatment is a public scandal, and is another instance of how the land taxes are being administered.
