It is now certain that General VALDEZ has succeeded MINA
in the command of the army in, the rebellious provinces of Spain. MINA is said to be in miserable health. The total amount of the force which VALDEZ will have at his disposal, is stated at not less than 60,000 men; and the plan of tl.e .campaign is to drive the insurgents into the province of Biscay, and there overwhelm them. This sounds well, but is it practicable?
