Tories in Transition SIR,—I was disturbed to read David Howell's
latest article (January 20), for he has obviously failed to come to terms with the two Tory defeats at the polls.
Of course the Opposition lacks all the information it would like to mount a frontal attack on the Government. This situation is inherent in opposition. Of course the Government may not disclose all its motives. This is the prerogative of power. Enoch Powell made this plain in a speech at Swinton College when he pointed out that 'these are the normal diffi- culties, the normal frustrations, with which all parties in opposition have to contend and I think it is important that we should repeatedly remind our- selves that we are not confronting difficulties of a special or peculiar character . . . we are in the normal situation of a party in opposition.'
It is time that Mr Howell recognised this fact and devoted his time to more constructive channels of thought.
