Sir: In your article ' Victory or Settlement?' (October 13) you hit the nail on the head. It is only a military stalement between Egypt and Israel, brought 'about at the tragic cost of human suffering and bloodshed on both sides that will ultimately bring about Some meaningful settlement. What is more tragic is the knowledge that this terrible explosion could have been avoided if Israel, in her moment of victory in 1967, could have given some sympathetic hearing to the grievances of the Arabs not least of which is the plight of the Palestinians.
