In the Hamburg papers of the 24th appears another proclamation
tinder the signature of the Emperor and the Minister Wessenberg, dated Olmiitz, 19th October. This decree takes a distinctly constitutional ground; it pledges the Imperial word that the rights and privileges already granted, "even though miscreants have abused them," shall remain in force to their full extent. A letter from Breslau, of the 21st, says that Windischgratz- has arrived near Vienna, occupied the island of Lobau, and closed all the approaches but one to the city.
The Archduke Stephen, late Palatine, has quitted Frankfort, it is said for London.
