Anyone, I suppose, is entitled to use any word for
which the Concise Oxford Dictionary gives warrant. But I could wish the Treasury, or one of its officials, wouldn't assure a respectable citizen—actually, indeed, a Conservative M.P.—that it would observe the " confidentiality " of any documents submitted to it. But when the Chancellor of the Exchequer says in the House of Commons that he will not " quantify " what can he expected of his staff ?
