MADRID, Sept. 26. The Iberia of this evening says :

"A rumour is current that Baron Tecco, the Italian Minister, is on the point of breaking off diplomatic relations with the Spanish Go- vernment, and leaving Madrid. "The Moorish Envoy has arrived at Madrid, accompanied by a suite of thirty persons."
