Putnam's Sons.)—Mr. Ropes, who has had some experience as a writer of military history, thinks that there is room for an im- partial account of the Waterloo Campaign. We cannot summarise his views, but we may say that he does not think Wellington by any means blameless ; that he holds a more favourable opinion of Napoleon's strategy than some writers have clone, but believes him to have been badly served.
