fact, as important as any which ever reached Europe from
America, was reported in these words, " The resolution passed the House of Representatives to-day by a strict party vote." The numbers are not given, as M. Reuter's agent wanted the space for the words intended to excite prejudice against Congress. If the vote was as reported, the majority must have been one of nearly three-fourths, and the House has already followed up its blow. Mr. Thaddeus Stevens and Mr. Bingham, as representa tives of the House, on the following day formally impeached the President at the bar of the Senate, and that body appointed a select committee, not to consider " the subject," as M. Reuter is pleased to put it, but the articles, the Senate having no power whatever to refuse to try an impeachment voted by the House of Representatives. Nor can the President legally refuse to be tried, except on the plea that, the South not being represented, no House can, in a constitutional sense, be considered to exist.
