The accounts from Berlin (received to the 15th instant) state

that a number of foreigners had been arrested in that city, on suspicion of fomenting discontents among the people. Several Englishmen were among the number; and, notwithstanding the remonstrances of our Ambassador, Lord MINTO, had been sent out of the Prussian dominions on three days' notice.
