Later on in the evening Mr. Ritchie expressed his approval
of the principle of the Bill, and his intention of voting for the amendment of Lord John Manners, two very inconsistent mental or rather moral states which he did not take much pains to reconcile ; Mr. J. W. Lowther, the new Member for Rutland- shire, while expressing his approbation of the extension of the Bill to Ireland—an approbation which must have startled his party—found fault with the Government for proposing the Bill in a moribund Parliament—as if any but moribund Parliaments are likely, as a rule, to pass Reform Bills.
