The Revenue returns are very good. Some of the papers

seem to think that the Customs' duties have fallen off, but this is a blunder. They forget the remission of the corn duty. The in- crease, too, is in spite of the diminution due to the remission of the fire-insurance duty. Mr. Gladstone is always lucky in finance.
