Instead of this typically red-tape attitude could not the PMG introduce a greetings savings book, attrac- tively presented and available to anyone? Any duplication of books could easily be rectified at a later date. and I sec no reason why the idea should not catch on like greetings telegrams and gift coupons. Or is the idea too simple?
