In the judicial arrangements of the House of Lords, we
under- stand that Lord WYNFORD is included ; and that he will hear Scotch cases on alternate days with the Chancellor, beginning immediately; and it is expected that between them the roll of appeals will, at the end of the Session, stand cleared of all in-rear. This will certainly be doing business with despatch. Old noon was stow, but sure ; and it does not necessarily follow, in judicial matters, as in the case of railroad communications, that an increase of speed will add to the public benefit or convenience.
