One admirable institution to which the war inevitably put a
stop was the despatch of Rhodes scholars to Oxford—the few German scholars of course, but the numerous American ones also. Now, fortunately, the flow from America is to begin again—first of all with a number of special War Service scholarships, for men who would have been eligible in 1939 and have completed at least one year of military or civilian war service. The plah was to be brought into operation as soon as possible after the end of the Japanese war. Whether scholars can be elected in time for them to start the Octo- ber term at Oxford seems doubtful, but the fact that timely steps have been taken to put the system on its feet again is very encourag- ing. And scholars from Germany? That is a much more difficult question, but I shall be rather surprised if there is not some movement in that direction soon.
