Nothing serious has yet been accomplished in the Ottoman Parliament,

the members having been diligently occupied in learning the rules of procedure and discussing their own rights of interpellation. They have, it would seem, debated the address in answer to the Speech from the Throne, and have prayed the Sultan to grant nothing to Montenegro, but no debate has hitherto been made public. It appears to be the opinion of correspondents on the spot that the House of Representatives may do something unexpected, though the Senate is swamped with old officials, but no hint is given of the direction in which the energy is to manifest itself. A great number of Bills are in course of preparation, and meanwhile, the Press, which is declared " free " by the Constitution, has been officially warned not to attack the servants of the Sultan, under penalty of being prose- cuted for treason.
