* * * The Council will have to deal once
more with the dispute between Rumania and Hungary over the dis- possessed Hungarians in Transylvania, with the appeal of the Lithuanians against Poland on the schools question, and with the appeal of Poland for a complete review of the " state of War " between Lithuania and herself. And the position of most 'of the appellants is affected by the uncertainties of domestic politics in Rumania (the self-exiled Prince Carol being a potential claimant to the Throne), by the desire of Russia to recover Bessarabia, . and by the constantly changing aspects of Balkan affairs.
