There are rumours of changes in the French Ministry. Mar-
shal MORTIER is not an efficient Minister, nor a favourite of Louis 'PHILIP, who wishes for the return of SOULT. If the Chamber can be persuaded to sanction his enormous war budgets, there would be no difficulty about the old Marshal's return • for it is said that TRIERS iS quite ready to become reconciled with him; and if GUIZOT should be obstinate, which is not likely, he would be got rid of with some other Doctrinaires. There seems to be a general impression that SOULT ought to be recalled, to counterpoise the military reputation of our Foreign Minister, WELLINGTON.
TALLETRAND is seriously ill. He will not return to London, and SEBASTIANI has been nominated in his place. It is scarcely probable, however, that the "walking corpse," as Sansssisivr has been called, will be induced to leave his present post in tlie warm climate of Naples. His health is scarcely better than TA L LEYRA ND'S.
Twenty-nine political offenders have been released from the prison of Mont St. Michel ; but thee is no disposition in the Mi- nistry to grant a general amnesty. Indeed, the Government is endeavouring to procure a vote for the erection of a temporary IseIf for the trial by the Peers of the numerous offenders, who ltave already beett imprisoned several Months.. Aeothor proposi, lion has been started as an amendment to the Ministerial one,- namely. to erect a new perruauent Chamber of Peers, A* the pre- sent building is too small for ordinary purposes. The monstrous injustice of keeping some hundreds of accused persons in durance until a room large enough to try them shall be procured, is worthy of the Doctrinaires-the most shameless renegades from Liberal principles that the world ever saw. The question of the grant has been debated with animation in the Chamber of Depu- te& GIIIZOT was unsuccessful in his reply to. the eloquent LA- MARTINE ; and feeling his inferiority, became petulant, and at- tacked °DILLON BARROT, whom he called PETION, the Revolu- tionary Mayor of 1792. BARROT has for a long time been very quiet, but this attack called him up ; and his retort on the Mi- nister was bitter and effective. He also put down the notorious EvuttAtin, who interrupted him, with a calm and insulting ex- pression of contempt.
The Budget has been opened in the Chamber of Deputies. The expenditure is estimated at 40,076,1 97/.; the receipts at 39,799,436/4 so there is a small deficit. The army is to consistof 309,000 men, and the estimated cost of it is about 9,200,000/.; but it is nut expected that the Chambers will vote so large a sum.
M. EUSERE SALVERTE, a stanch Member of the Extreme Left, has been elected to the Municipal Council, in opposition to the Ministerial candidate for the same Metropolitan district that last year elected Tit telte.
