A Few Fade concerning the Intrigue against Montenegro. By Alexander

(Winchester : Warren and Son.)—Mr. Devine contends that Montenegro is as much entitled to " self- determination " as any other country, and he asserts that the Serbians have suppressed her liberties by armed force. We do not know whether he is right or wrong, but he makes out a plausible case for inquiry. If " there is permanent conflict and fighting in Montenegro," as he declares, the Allies certainly ought to examine into the causes of the unrest.
