Mr. Cook alleges that this clause was added after he

had signed the paper. We can, of course, express no Opinion upon that, but it is fair to say in advance of the inquiry which is to be held by. a Delegate Conference of the Miners' Federation that Mr. Cook behaved, in any ease, in an amazingly irresponsible manner. Having signed any of the clauses in the document he ought, of course, to have reported the matter to his Executive. Whetheithe las-t Clause was-, or Was not, 'added 'afterwards there was evidently an effort towards conciliation at an important Moment of which the Miners' Executive was kept in ignorance. Clearly there was even more justice than we supposed in the repeated criticisms of moderate trade unionists that Mr. Cook deliberately rejected opportunities of peace.
