Sin—There has been of late a considerable discussion, both in the House of Commons and in the public papers, relative to the words "con- jointement et solidairement," employed in the recent convention between France and England for the new Turkish Loan : there can be no doubt, I conceive, as to the scope and meaning of the words in question,—namely, that the parties to the convention are jointly and solidly bound the one for the other—that is, should one party fail in its engageinent, the whole re- sponsibility would fall on the other.
