decision'of the board that Dr. Oppenheimer is a loyal citizen, but may not in future handle atomic secrets In matters of atomic weapons is loyalty, combined with the very highest degree of scientific distinction, not enough ? Must there also be enthusiasm for the production of atomic bombs ? And if so, how many scientists, in the United States or any other part of the world would pass the test ? One thing seem: perfectly clear, and that is that if any such test is to be applies, it is just as well that Dr. Oppenheimer was not reinstated. Otherwise he would have had to resign.
