From Mr Daniel Hannan Sir: Stephen Glover returns to the question of who was first to suggest a referendum on the EU Constitution (Media studies. 28 June). I flagged up the idea in these pages on 8 June 2002, having first suggested it in the Sunday Telegraph on 16 December 2001. Any advances on that?
