Dr. A. Lawrence Lowell, the President of Harvard Uni- versity,

has published an abridgment of a work upon the "Government and Parties in Continental Europe" which he wrote some twenty years ago. The new book is called The Governments of France, Italy, and Germany (Humphrey Milford for the Harvard University Press, 5s. 6d. net), and describes in detail the machinery of government in the three countries named.
