Incentives for Pacemakers
SIR,—Alan Watkins says in your issue of October 22, 'Everyone wants to own a bit of capital, just as everyone wants to pay less tax. Not everyone considers hiinself a pacemaker.'
Expressed in simple terms, is it not true to say that the hotter the pace and the more people who set it. the less tax the pacesetters and everyone else will pay in the long run?
Until a substantial number of people believe that they can become president of General Motors —or whatever our equivalent is on this side of the Atlantic—Mr. Heath's message will fall on deaf ears.
