Two years ago Mlle. Blanche Garneau was found dead in

a Quebec public park. Last week Mr. Roberts, the editor of a Montreal newspaper, entered upon a sentence of twelve months' imprisonment, to which he had been condemned by no court of law, but which had been imposed upon him by a special act of the Quebec legis- lature. His " crime " was to have published an article in which he stated that the names of two members of the Quebec legislature had been coupled with the murder, and that the inaction of the authorities was due to the fact that these two men were members of the legislature. He was arrested and confined as a State prisoner in the Parliament buildings.
