The Committee stage of the Home Rule Bill in the

House of Commons was completed on Thursday, October 28th, and Friday, October 29th. The Government opposed an amendment, moved by Colonel Guinness, to entrust the two Irish Parliaments with the control of Customs and Excise, largely on the ground that a fiscal barrier between the North and the South would be undesirable hi itself and would tend to delay any recormiliation between the two communities. The amendment was rejected by 166 votes to 37. .A. similar proposal, made by Major Hills, to give the two Irish Parliaments the control of the Income Tax, was Withdrawn. The right of the Parliaments to levy a surtax on income was restricted to the incomes of persons domiciled in Ireland.
