6d.'net.)—This instructive pamphlet is based on enemy -documents-in -the possession of the French Genera! Staff, which demonstrate conclusively .the exhaustion of the German armies in the summer and autumn of last year. The German High Command, it is clear, could neither hold back the Allies nor effect an orderly retreat. Anticipating Marshal Foch's attack in Lorraine, which was fixed for the middle of November, the enemy had ordered a general retirement on this front and had begun to evacuate Metz. Discipline was rapidly breaking down ; the supply services were in confusion ; the artillery lacked munitions ; many of the infantry divisions were mere shadows of their former selves, so great hid been their losses. In fine, the Germans were hopelessly beaten, and they knew it.
