THE proposals for_ perpetual peace which the United States Government : has._ addreSSed _directly to France and indirectly _to. the whole- world deserve all the attention they are,- receiving. The fact that they are expressed in language _Which .pUzzles_ the Chanceries rather adds to the interest_of this new and important move. Mr. Kellogg, in his -Note to the' French Govern- ment—the text of which was published in. the newspapers on Thursday—speaks of his scheme • for outlawing war indifferently as a" declaration " and as a " multi-lateral Treaty." To diplomatically trained Europe it seems that the plan may be either, but cannot possibly be both. In these circumstances it is -necessary to wait for nior'e information before it will be possible to pronounce an exact judgment ; but we must say at once that we welcome any and every attempt at :spreading the spirit and the guarantees of peace. Sincerity is a good enough passpod.
