IT is with a profound sense of anxiety that we have again to record that no settlement has yet been reached in the negotiations between France and Britain in regard to the problems of the Ruhr, Reparations and Security. We have not, that is to say, obtained a satis- factory answer to the courteous, but at the same time firm, inquiries as to her policy and intentions which we have addressed to France. The only hopeful thing which can be recorded is that negotiations are proceeding, and that apparently France is anxious not to sever the very slender tie that is still in being. This unwillingness to reach the point of rupture is distinctly a good sign and an advance upon the attitude of We mean to do as we choose on the Ruhr, and shall not trouble you with requests for your agreement, which is, indeed, immaterial. Our positive rights are our mandate."
