Some changes have taken place in the Spanish Ministry. VA.LDEZ

is appointed Secretary at War; and Gartem, a friend of MARTINEZ DE LA ROSA, has given up the Ministry of Justice to DE LA DEPESA. No sufficient reason is assigned for this change; and it is thought to be the forerunner of the resignation of MAR- TINEZ DE LA ROSA himself. TORENO is said to enjoy great favour at Court.
