KENNETH CLARKE need not trouble to publish the minutes of his latest chat with Eddie George this week. They agreed a month ago to leave things alone and see what happened. This week they will have been telling each other how right they were. Money seems to be wanted, and in any case a time of political turmoil is the wrong time to finesse interest rates. Later, maybe. Hans Tietmeyer at the Bundebank has been complaining that the mark is too strong. His simplest course would be to cut his interest rates and make room for ours.
