We shall not be so foolish as to divide the
Turkish Empire on paper before the war is over. It is clear, however, that the annexation of Cyprus must be followed in Egypt, we do not say by similar action, but by appro- priate action. What exactly such action should be must be left to the responsible officers of the Crown ; but it may be said generally that it must be of a kind that will reassure the Egyptians and make them realize that no change in their status will interfere in the -very slightest degree with the exerciae of the Mohammedan religion, or with the personal rights and liberties of the Egyptian people,
and that in no circumstances will any extra burdens be imposed upon them. They must be made to understand that we are not going to exploit them, or alter our guiding principle of governing Egypt in the interests of the Egyptians.
