The session of the Belgian Parliament was opened on Wednesday

; and the first proceeding of Ministers was to propose a law for the removal of an additional ten per cent, on certain taxes, which was voted last year. There had been some dissatisfaction on account of the omission of a speech from the Throne on the occasion of opening the session ; but it was supposed that the reduction of taxation would put all parties into good humour.
