CHANGE OF RESIDENCE AND ELECTORAL RIGHTS.

SIR,—Your correspondent, Mr. Rowland Estcourt (whose letter on "The Reform Bill" appears in the Spectator of last week)) seems to be under the impression that a borough householder loses his vote for the borough in which he resides, if, at the time of the election next following the registration of his right to vote, his place of residence is other than that in respect of whieh his name is registered. Permit me t.) point out that section seven of the Ballot Act, 1872, makes the Register (with certain exceptions unconnected with the question of residence) conclu- sive evidence of the right of any person to vote whose name ap- pears therein. The fact of a registered elector having changed his residence between the time of holding the Registration Court and that of the election, is consequently immaterial.—I am,
