It is certainly in the contemplation of Ministers to consolidate
the Boards of Excise and Customs ; but so many difficulties interpose, that there is little chance of this being done speedily. The expectation of such an occurrence, however, has caused great dissatisfaction to the Commissioners of these Boards, some of whom must be thrown out of their sinecures; and the consequence has been, frequent differences between them and the Treasury, much to the detriment of the public service.
