The Portuguese Government have refused to ratify the treaty negotiated
by Lord Howean Jul.: WALDEN for the suppression of the Slave-trade. Ilux.rox's book of the Nveek teaches us to regartl all such treaties as good for nothing ; and we observe that Lord PALMERSTON has assured the House of Commons, that he will introduce a measure authorizing British cruisers to search Portu- guese slave-ships North of the Line without a treaty.
