write, as co one change that has come about in Colonial administration since the days of slow travel. Home leave comes after three years, and the district Commis- sioner finds himself in charge of a new district, where perhaps the lan- guage and customs are unknown to him. By the time t man has gained trust and affection in a place, he is shifted elsewhere. We no longer make full use of personal influence, and intimate knowledge of native ways of thinking, which is a condition precedent to a loyally accepted administration—sure of support in times of stress.—Yours faithfully,
