The news from the Balkans is perplexed and confusing in

the extreme ; but apparently Russia after all refuses to be reconciled with Bulgaria unless Prince Ferdinand is sent about his business. Meantime, there is reason to believe that the King of Roumania, who is at Ischl on a visit to the Austrian Emperor, has entered upon a new understanding with the Triple Alliance. It has long been known that Roumania adhered generally to the League of the Central Powers ; but it looks as if some more definite arrangement had now been come to. The Macedonian revolt seems for the time to have died out, but it may at any moment be revived. Altogether, the condition of things in South-Eastern Europe is anything but reassuring.
