All this is an unsatisfactory compromise which is, to say

the least, unjust to General Dyer. General Dyer, in our opinion, ought to have a court-martial. The verdict of a court-martial is something which every soldier respects and accepts, and in such a serious case as this it is an officer's right to have it. But when we write on Thursday a debate on the whole subject is about to begin in the H011130 of Commons, and we must therefore reserve our comment till next week when we have read the debate.
