lowed Mr. Asquith's speech, but must note that Mr. Redmond declared his Party would accept the Bill, which he character- ized as "a great measure." It would be submitted to a National Convention, and he could without hesitation recom- mend the Convention to accept it. We shall see. Mr. Ramsay MacDonald welcomed the Bill as the beginning of devolution: " He was glad to think that the principles of the measure would be applied to England, Scotland, and Wales." Mr. William O'Brien also blessed the Bill.
