Lord Haldane's inaugural address on " An Organized Civil Service " comes first, followed by an article on " Administrators, Imperial and Local," by Mr. Anderton, the ex-Chairman of the London County Council—a reminder that the Institute is by no means limited to the State Civil Service or to paid officials. Sir William H. Clark writes on " Government and the Promotion of Tiade " with rather less caution than the subject warrants, and Mr. Stuart Bunning describes the American Civil Service.
