The Encyclical welcomes the tendency towards "the international union of

peoples," but goes on to declare that the same system cannot be applied to religion because it would mean "mixing the true faith with false religions." "It is the duty: of human Creatures," says the Pope, "to adhere to the Church which was founded by Christ and has been identical throughout the centuries, namely, the Roman Catholic Apostolic Church." There is only one authority, he says—" the infallible magistracy of the Roman Pontiff." Unity can be brought about only by "the' return of dissidents to the Mother Church." The Encyclical may have some indirect effect on the recon- sideration of the Prayer Book.
