paragraph which shows that French uneasiness in regard to Colonial expenditure is spreading. The Figaro declares that the French Soudan alone has cost 93,000,000 fr., or nearly, £4,000,000, and that in return the Colony has not brought in a sou. The Republique Franpaise declares that this contention is absolutely true, and adds, " If only we had but one Soudan." We cannot doubt that when some Frenchman puts together the total expenditure in France over-sea since 1880, including the money which is now being poured out in Madagascar, the feeling in France will be one of conster- nation and indignation. The moral, however, is not our business; we only note the facts.
