THE choosing of a Cabinet by the Prime Minister has been a rather different process from that of his first Administration. This time he made up his mind during what we may assume to have been a period of unaided and solitary contemplation, and he made it up quickly. He could never have created the new Cabinet exactly as it is if he had begun his task with the intention of injuring no feelings and of permitting negotiation and bargaining in accordance with certain presumed rights of precedence. He evidently did not say, " If you do not care for one office I will talk to the other 'candidates and see if I can arrange for you to have another." He made a plain and unrelated offer in each case, and the person to whom the offer was made was free to take it or leave it. This method, which is the only right one, is bound to cause surprises ; and surprises there undoubtedly have been.
