THE stagnation of the Chinese civil war has been - stirred into movement. Last week we recorded a reverse suffered by Chang Tso-lin, the Manchurian War Lord and ruler of Peking, at the hands of the Tuchun of Shansi who suddenly came into the war. This Tuchuri,- Yen Hsi-shan, has " acquired an almost legendary reputation for wisdom. His wisdom seems to have consisted chiefly in keeping his Province out of the war. No doubt by comparison with most other proVirices ShanSi was quiet and prospercius, but it is not even now by any means certain that Yen wanted to join in the war. - The Times correspondent suggests that his hand was forced by a subordinate. Iowever that may be, he successfully attacked the Northerners. A great change, however, has now come over the scene. Yen's movement. was a mere flutter. Although Chang's fOrees were .compelled - to retire from the important point of Kalgan, it is now seen that they fell back. only_ to leap better.
