WHAT is the difference between a nimby and a pinic? A nimby is negative, saying 'Not in my back yard', and a pinic is positive, saying 'Provided it's not in Cir- encester.' British Rail, trying again this week to replace its trans-Kent tramline with something that would be recognised at Kemble junction, for instance, as a rail- way, must hope for a shift towards pinic- ism. No doubt we shall be told how the enlightened French welcome the tracks of their Trains a Grande Vitesse. Not so. My researches last week in Avignon (as far as you can now get by train and ferry for dinner: vaut le voyage) found the protes- ters out in force, blocking roads and railway lines, and battling with the riot police.
